Meet Our Leadership Team
Stuart Bunting
Stuart A. Bunting, President and CEO of RWC since 2004, joined the organization in 1999 as director of administrative and financial services, becoming CFO in 2001. Previously, he was a program administrator at Newport News Shipbuilding (1997-1999) and assistant vice president at Wachovia Operational Services Corporation. Bunting earned a BBA in Trust Management from Campbell University and an MBA from UNC-Greensboro. Furthermore, Bunting is a Certified Financial Planner (CFP) and a Certified Aging Services Professional (CASP). He is active in LeadingAge Virginia and was a former board member and treasurer. Bunting also serves on the Northern Neck Advisory Board of Chesapeake Bank, and is a past board member of the Lancaster County Chamber of Commerce, which named him 2020 Businessperson of the Year for his COVID-19 leadership. He previously served on the Bon Secours Richmond Health System board and is a licensed nursing home administrator and preceptor. He is a Rotarian, a trustee of the Rotary Club of the Northern Neck Foundation, an active member of his church, and a director at the J. Edwin Treakle Foundation in Gloucester. A Mathews County native, he and his wife, Beth, have two daughters and two dogs: a Havanese and a Golden Retriever. He enjoys family time, yard work, home repairs, reading, and amateur radio.
Phil Williams
Phillip “Phil” Lee Williams, RWC’s Vice President of Operations, joined in 2010. Before RWC, he taught middle school math at Chesapeake Academy in Irvington. He owns and directs Camp Wachusett for Boys in Brandon, VT. Williams holds a BA in managerial economics from Hampden-Sydney College and an MBA from the University of Maryland. He is a certified Virginia Nursing Home Administrator, and currently serves on the Boys and Girls Club of Northern Neck Foundation Board.
Williams formerly served on the boards for the Boys and Girls Club of Northern Neck Corporate Board, the Steamboat Era Museum, and the Lancaster by the Bay Chamber of Commerce, and was a member of the Lancaster Community Library Building Committee, the Lancaster County Emergency Planning Committee, and Lead Northern Neck.
He also previously served as Manager of rail freight assets for the State of Maryland, Railroad Analyst for a consulting firm in Washington, D.C., and worked for Norfolk Southern as a trainman in Alexandria, VA, and as a rail yard manager (Trainmaster) in Kansas City, MO.
He currently resides in Irvington in his great-grandfather’s home, built in 1893, where he enjoys working on house and vehicle projects, and marketing and traveling to his camp in Vermont.
Susan Vaughn
Susan Vaughn, CPA, CFO and Controller at Rappahannock Westminster-Canterbury, joined the organization in 2023. She is originally from Charlottesville and earned her degree from the University of Virginia. Before coming to RWC, she worked for Acoustical Solutions. Vaughn raised her family in Williamsburg and has two children, Brian (24) and Lucia (20), as well as a cockapoo named Minor. She loves the people at RWC and enjoys reading in her spare time.
Wanda Wallin
Vice President Wanda Wallin joined Rappahannock Westminster-Canterbury in 2019. Prior to joining RWC, she served as principal of All Saints Catholic School in Richmond. She previously owned and operated a personnel service in Tidewater, Virginia. Originally from Portsmouth, her husband’s job transfer in 2007 brought their family to this area. Wallin has a degree in business management from Old Dominion University, a Master’s in Education from the College of William and Mary, and did postgraduate work at George Washington University.
At RWC, she is on the leadership team, Quality Assurance and Performance Improvement (QAPI), and the Endowed Scholarship Committee. Wallin volunteers for her church and various community organizations. She is married to Jay Wallin, and they have two sons and two grandchildren. She enjoys gardening, playing tennis and golf, biking, boating, and spending time with family and friends.
Shanee’ M. Jones, LNHA
Shanee’ M. Jones, LNHA, is Vice President of Health Services at Rappahannock Westminster-Canterbury. She joined RWC in 2002 and has had various roles before moving into the role of Health Services Administrator. Shanee’ is a Lancaster County native and received her college degree from Old Dominion University. Shanee’ has a son and enjoys spending time with her family.
